Richard and Susan Rausch lost nearly 70 percent of their cow-calf operation when Winter Storm Atlas dumped three feet of snow on the western part of South Dakota. The Rauschs are one of hundreds of farmers who suffered major losses during the unseasonably early blizzard last October, but a lack of a Farm Bill left them without any recovery assistance from USDA.
