Route 16 between Benbea apartments and the post office is closed nightly from 7:30 p.m. to 5:30 a.m. Mondays through Thursdays until June 9, due to construction of an assembly hall at the Guam National Guards Readiness Center. The stretch of road, and part of the Liberation carnival grounds, fall under a safety zone in case explosive material is found at the construction site. The carnivals opening has been delayed as a safety precaution. The 2014 Liberation Day Carnivals soft opening is scheduled for May 31 with the grand opening scheduled for June 7.
