“Rule governing enforcement of discovery process authorizes sanctions to be imposed on a party or its attorney for (1) failure to comply with a discovery order or (2) failure to respond to a discovery request or to appear for a deposition. ...Party’s failure to comply with deposition or document production rules may not be excused on grounds that the discovery sought is objectionable. ...Sanctions are permitted for unjustified or unexplained resistance to discovery and serve the purpose of deterring, punishing, compensating, and educating a party or its attorney for engaging in discovery abuses. ...If a party disagrees with the scope of production requested during discovery, or wishes not to respond, it must move for a protective order and cannot withhold discoverable materials.” Johnson v.
