SCO-Albania Web Glossary Prefektura: Prefektura (Prefecture) is the representative of the central government in every Qark (region). Albania consists of 12 Prefektura (Prefectures) which have the same administrative territorial boundaries with the 12 Qarks (regions). Qark: Qark (region) is the second level of Local Government Units (LGUs) which consists of several Komuna (Communes) and Bashkia (Municipalities). Albania is divided into 12 Qarks (Regions) which consist respectively of 3 districts. Rreth: There are 36 Rrethe (Districts) in the country.
