SPEECH BY THE MAYOR OF LIRA MUNICIPAL COUNCIL AT THE FRESHERS WELCOME PARTY AT UGANDA TECHNICAL COLLEGE UTC-LIRA ON 25/10/2014. I thank you for extending this special invitation to me on this occasion of welcome party for freshers. Occasion such as this is usually very refreshing, very inspiring and historic. I am profoundly honored and exceedingly humbled to be the guest speaker in this event. Your choice of me as a guest speaker is a well thought out and a well guided choice because. 1- As a fellow youth I like to associate and identify myself with my fellow youth. 2-As a professional graduate teacher,I feel at home when I am within a learning environment. 3-As the Mayor of Lira M.C,a leader who represents the voice and the aspirations of Ugandans under the age of 40 in todays leadership. 4-As your fellow student, a finalist pursuing the course of masters of Arts Degree in governance and human rights at Uganda Martyrs University. I certainly have a message to share with you. As freshers, I believe you joined this institution with fresh Vision and fresh determination to succeed. I thank you for choosing to study in the field of technical engineering. Right from old age times to the present generation, the quality of life of mankind in general has tremendously improved and I attribute this mainly to technological advancement. George Orwell, a distinguished author said, MEN ARE ONLY AS GOOD AS THEIR TECHNOLOGICAL DEVELOPMENT ALLOWS THEM TO BE. An investment in Technical education pays the best interest. In this current era of rampant unemployment, having Technical skills is a strong assurance and a guarantee that you will never lack a job unless you choose to be lazy and lay your skills to waste. As a Country we will always need skilled man power for service delivery ,social and economic transformation. On this special occasion,I wish to call for the promotion of girls Technical education as you see they are clearly few in number here. To attract more students and particularly girls in this technical institute of UTCL, I request this institution to offer pocket friendly fee structure which poor parents can afford to pay for their children. Learners who come from poor family background should not give up on technical education. The higher education financing Act 2013 offers poor students opportunity to borrow funds from government to fund their higher education. Please explore and utilize the available opportunity. As you strive to come out as technical engineers in your various fields, here are my words of advice to you in general. BE DREAMERS AND NOT JUST ORDINARY DREAMS Only those who dream can see what is not there and can deliver what is not seen. *To refuse to dream is to pass the baton of success to those who dream. *To dream is to dare *To dream is to reach beyond and existing reality. *To dream is to connect to to the inner voice within you which narrates your personal life story and refuses to accept any story written by another person about you. HENRY DAVID THOREAU emphasizes dreams accompanied by ACTION. He says DREAMS THAT ARE NOT ACTED UPON,DREAMS THAT ARE NOT LIVED,DREAMS THAT ARE NOT SHARED,DREAMS THAT ARE NOT GIVEN WiNGS TO FLY LIKE EAGLES LEADS TO AN ASSUMPTION THAT TO SUCCEED IS A PREROGATIVE OF OTHERS. TAKE POSITIVE RISKS IN LIFE In life if you do not ask,the answer will always be no. If you do not knock, the door will not be open. DENIS WAITLEY an American motivational speaker says LIFE IS GENERALLY A VERY RISKY BUSINESS BUT THE GREATEST OF ALL RISKS IN LIFE IS TO RISK NOTHING AND BECOME NOtHING. CULTIVATE A SPIRIT OF PERSISTENCE. Persistence is ensuring that your leg is moving and your hand is working even if your head tells you that it can not be done. After failing 1000 times to produce an electric bulb listen to what THOMAS EDISON said: EVEN IF I FAIL 1000 TIMES, I AM NOT A FAILURE IN LIFE AND I AM NEVER FRUSTRATED BECAUSE I AM 1000 STEPS CLOSER TO FINDING THE RIGHT ANSWER. FINALLY KEEP YOURSELF ALIVE. Dont die young, your health is your greatest wealth. Sleep well, pray, exercise, eat well and avoid getting HIV/AIDS if you already have the virus, live positively and productively for there is still life to live even with Aids. I thank you for listening and be richly blessed. FOR GOD AND MY COUNTRY MORRIS ODUNG OMARA APAKACA. MAYOR LIRA MUNICIPAL COUNCIL.
