We further ACKNOWLEDGE that as Catholics operating within the Catholic Diocese of Kitui are subject to the direction in matters of faith, morality, and liturgy by the bishop of the said diocese directly or through his appointees under St. Thomas Moore Chaplaincy. AWARE that the association was created to be a unifying factor for the catholic faithful, RESPECT the dignity of each one of us, our ethnic and cultural diversity and pledge to co-exist in peace, love and harmony, BOUND by God’s commandments and catholic doctrines, CONVINCED that this constitution will guarantee peaceful co-existence among SECASA member as self-determined, HEREBY solemnly and collectively DECLARE, ADOPT and BIND ourselves by this constitution as that of SECASA. CHAPTER ONE SECASA ARTICLE 1 NAME OF MOVEMENT The community is called South Eastern Kenya University Catholic Students Association abbreviated as SECASA. MOTTO PRAYER, ACTION AND SACRIFICE VISION “To be a unifying factor in the society that enhances spiritual empowerment to the Catholic students enabling them to be preferable witnesses, champions of unity and peace and ready to reach out to the outside world through practical evangelization.” MISSION To participate in community services and other related charitable activities and to impact the catholic doctrine to the members helping them to nourish in their spiritual life. AIMS AND OBJECTIVES 1) To dedicate ourselves to serving Christ by bringing the fullness of catholic truth to the world. 2) To mold students to be responsible and critical actors in the university, church and society today as well as in future. 3) To reach people who may be influenced by the negative powerful force of the secular culture yet who inwardly desire to serve and follow Christ. 4) To renew and revive Christian life by being emulators of peace and unity. 5) To foster good relationship between SECASA and the other clubs, movements and faith groups in the university. 6) To actualize the movement vision and mission through actions. 7) To promote skilled leadership and provide guidance and counseling. 8) To create awareness in the society on the effects of the HIV/AIDS scourge and drug abuse. 9) To assist in the achievement of the university aims and objectives. CHAPTER TWO SECASA MEMBERSHIP AND RIGHTS ARTICLE 1 : MEMBERSHIP 1) Membership is open to all South Eastern Kenya University Students. 2) The movement also recognizes all catholic faithful in the entire SEKU fraternity. ARTICLE 2 : REGISTRATION 1) To be a member, one has to register at an agreed fee set by SECASA executive committee, for one academic year. 2) This fee shall be non-refundable. ARTICLE 3 : RIGHTS OF MEMBERS 1) All members have a right to vote i.e. elect officials of the movement, and be voted for if they meet the qualifications as in chapter 3 (act. 2). 2) Members have a right to get the information of the movement using the right channels. 3) Members have a right to join or leave the movement at own will. 4) Every member has a right to access services and activities of SECASA provided it is through the appropriate means. CHAPTER THREE ELECTIONS ARTICLE 1: DEFINITION Elections of qualified candidates shall be done on the fourth Sunday of second semester for academic year dated from May to December. Elections shall be carried out by nomination of candidates by members and subsequent voting where the winner shall be declared a winner by garnering simple majority. ARTICLE 2: THE ELECTORAL BODY 1) It shall be formed a week before elections and dissolved a week after elections. Members of this body shall not offer themselves for elections to avoid conflict of interest. 2) Shall be appointed by the church council in consultation with the patron and the chaplain. 3) It shall: i. Conduct the elections ii. Enlighten members of qualifications, disqualifications and responsibilities of those to be voted in. iii. Prepare for elections by ensuring that materials and people necessary for elections are available. iv. Ensure that elections are free and fair v. Announce election results 4) After the elections the body shall be dissolved by its chairperson ARTICLE 3: QUALIFICATIONS 1) Be a catholic faithful eligible to receive the holy communion 2) Be a registered SECASA member for at least one semester 3) Acknowledge the catholic doctrines 4) Be of good conduct and disciplined 5) Be an active member 6) Have at least one more academic year remaining the completion to their studies 7) Be a legal student of South Eastern Kenya University ARTICLE 4: DISQUALIFICATION 1) If an official is voted out via vote of no confidence by at least 2/3 of the members of the disciplinary committee. 2) If an official fails to attend three planned consecutive meetings without valid apology and knowingly 3) If the official is inactive and irresponsible 4) If the official expelled from the university 5) If the official transfers from the university 6) In case an official change the denomination 7) In case of a valid misconduct during elections 8) If the official discloses the committee’s confidential information 9) In case of insanity. 10) Abuse of office. ARTICLE 5: DISSOLUTION The executive committee shall be dissolved a week before the elections by the chairperson. ARTICLE 6 BY-ELECTION 1) A by-election shall be conducted in case of: a) Disqualification b) Death c) Resignation d) Insanity 2) In case of resignation, a letter addressing the issue should be presented to the chairperson a week before one resigns. ARTICLE 7: APPOINTMENT OF THE PATRON 1. The patron shall be appointed by the executive in liaison with the chaplain 2. He/she shall be appointed and will serve for one academic year after the church elections. ARTICLE 8: ROLES OF THE OFFICIALS THE CHAIRPERSON (1.) Preside over the executive and council meetings (2.) Can call for urgent meetings when need be (3.) Reappoint an official in case of resignation or a vacant seat, under consultative meetings, except in the post of chairperson and vice-chairperson. (4.) Declare a post vacant of a disqualified candidate. (5.) Represent the movement in events as a spokesperson (6.) Be a signatory in any of the movement’s financial transactions. THE VICE-CHAIRPERSON 1) Shall be the disciplinary head. 2) Take over the position and roles of chairperson in absentia or on resignation THE SECRETARY 1) Write minutes during both the executive 2) Read out minutes of previous meetings 3) Make announcements during Sunday mass 4) Be a signatory in the various transactions of the movement 5) Keep records of registration of members 6) Update the movement’s website 7) Take over post of the chairperson when chair and vice-chair are absent 8) Receive and answer back letters in consultation with the executive committee first. THE VICE-SECRETARY 1) Take over the position of secretary in absentia or resignation. 2) Take over the responsibilities of the secretary in absentia except in the signing of financial transactions. THE FINANCE SECRETARY 1) Keeps the movement’s cash money not exceeding ksh.5000. 2) Be as signatory in movement’s transactions 3) Deposit the movement’s money in bank account, for example. 4) Keep and record all cash inflows and outflows accounts of the movement. 5) Tally and record offerings with the help of the secretary 6) Receive the movement’s budget 7) Give a financial report after every four weeks THE ORGANISING SECRETARY 1) Be the master of ceremony in events or functions of the movement and has the mandate to delegate the specific role. 2) Organize events and outings of the movement 3) Plan venues for meetings 4) Coordinate projects or activities being undertaken by the movement. 5) Handle all publications that relate to the movement’s activities e.g. notices 6) Should inform the dean of students about the church calendar of events. 7) Be a signatory in any of the movement’s financial transactions. THE ASSISTANT ORGANISING SECRETARY 1) Assist the organizing secretary in the execution of the various duties CHOIR CHAIRPERSON 1) Represent the choir in executive meetings 2) He/she shall head the choir (coordinator) CHOIR VICE (CHAIRPERSON) 1. To work with the choir chairperson and execute his/her role in his/her absentia THE LITURGICAL ORGANISER 1) Organize all liturgical issues e.g. preparation of altar and issuing of the Sunday’s readings 2) Coordinate the altar servants 3) Lead the prayers after communion 4) Lead worship if priest is unavailable but can delegate the duty appropriately. 5) Deal with catechumens 6) Deal with the Small Christian communities’ issues-overall heads of the jumuiyas. THE LITURGICAL DANCERS’ REPRESENTATIVE 1) Represent liturgical dancers in executive meetings 2) Organize the presentation of offerings and gifts 3) Shall head the liturgical dancers THE VICE LITURGICAL DANCERS’ REPRESENTATIVE 1. To work with the liturgical dancers representative and execute his/her role in his/her absentia PRAYER COORDINATOR 1) Organize and coordinate for daily prayers and rosary in liaison with the serving church groups. VICE PRAYER COORDINATOR 1.) To work with the prayer coordinator and execute his/her role in his/her absentia THE PARISH PASTORAL REPRESENTATIVE 1) Spiritual mentor of the catholic community 2) Shall appoint the catechist THE PATRON 1) Advise SECASA in its undertakings 2) Link the movement with the University’s administration 3) Approve activities to be carried out by the movement 4) Be involved in the movement’s activities CATECHIST 1. Guiding and preparing the catechumens for baptism and confirmation. 2. Keep a record of the catechumens 3. Shall lead prayers before and after the Holy Communion. CHAPTER 4 ORGANISATION ARTICLE 1: THE CHURCH GROUPS 1) The movement will consist of:- a) Small Christian communities (Jumuiyas) whose formation shall be overseen by the executive committee b) Choir c) Legion of Mary ARTICLE 2 COMMITTEES There shall be three church committees: a) The Executive b) The Council which will constitute: c) Disciplinary committee THE EXECUTIVE COMMITTEE This committee will be constituted of: 1) Chairperson 2) Vice chairperson 3) Secretary 4) Finance secretary 5) Organizing secretary 6) Assistant organizing secretary 7) Liturgical organizer 8) Choir chairperson 9) Liturgical dancer representative 10) Parish pastoral representative 11) Prayer coordinator RESPONSIBILITIES OF THE EXECUTIVE 1) Set registration fee for members 2) Appointing members of any other committee if need be 3) Prepare the movement’s budget 4) Assist in the appointment of members of the electoral body 5) Shall nominate and approve officials who shall fill any position that falls vacant. THE COUNCIL The committee shall constitute of: i. Church choir committee ii. Jumuiya committees iii. Altar servers committee iv. Executive committee RESPONSIBILITIES OF THE COUNCIL 1. The committee shall come up with the church calendar of events and ensures its implementation. 2. To monitor and evaluate the performance of the officials and other the committees of the church. THE DISCIPLINARY COMMITTEE The committee shall come into existence automatically after the general election and shall be headed by the vice chairperson of the executive. It shall consist of; I. Vice chairperson II. Two representatives from each church group. RESPONSIBILITIES OF DISCIPLINARY COMMITTEE The members shall meet once in a fort night and at any other time considered necessary by the executive committee. I. To check on the general discipline of the officials and members. II. To advice the council committee on disciplinary matters. III. To oversee the implementation of the provisions in this constitution. CHAPTER 5 FINANCES ARTICLE 1: SOURCES OF FUNDS 1) Registration fee 2) Donations 3) Fund raising drives 4) Second collections 5) Tithes 6) Movement’s projects 7) Any other sources of income ARTICLE 2: MANAGEMENT OF FINANCES 1.) Movements’ money shall be budgeted by the executive committee. 2.) Withdrawal of more than five thousand shillings shall require the signatures of the following: a) Chaplain b) Chairperson c) Finance Secretary d) Organizing Secretary CHAPTER 6 CONSTITUTION Article 1: AMENDMENT OF THE CONSTITUTION A committee shall be established by the executive committee to amend the constitution in consultation with the patron and the chaplain. Withdrawal of more than five thousand shillings shall require the signatures of the following: a) Chaplain b) Chairperson c) Finance Secretary d) Organizing Secretary CHAPTER 6 CONSTITUTION Article 1: AMENDMENT OF THE CONSTITUTION A committee shall be established by the executive committee to amend the constitution in consultation with the patron and the chaplain. The committee shall consist of one representative from each church group.
