Endorse the request of the Joint Governing Board of the Wilkes-Barre/Scranton International Airport for the Pennsylvania Department of Transportation to commission a study on the feasibility of creating a regional transportation authority serving Luzerne and Lackawanna counties. Luzerne County Council Chairman Rick Morelli raised the issue in January after PennDOT sent the Luzerne County Transportation Authority a letter demanding a $3.16 million refund in the ghost rider scandal, saying its review of LCTA data showed the agency had inflated its senior ridership numbers by hundreds of thousands of riders, resulting in gross funding overpayments. Theyve pissed & moaned about benefits for the county, and now they have to pay them back. Strelish is determined to prove them wrong, meanwhile folks need transportation to jobs in the industrial parks.
