SUBJECT ISIS I agree that President Obama needs to provide “a coherent vision” of the fight against the Islamic State in Iraq and Syria. But having the United States be the world’s police officer is not the answer. As President Harry S. Truman said, “Our domestic programs are the foundation of our foreign policy.” While policing the world, the United States has neglected programs intended to give all Americans the opportunity for a quality education and a well-paying job. With such programs, peoples of the world will aspire to follow the American example, rather than the empty promises of jihadists. The Middle Eastern countries have the greatest motivation to defeat ISIS, as they are directly threatened. They should be putting boots on the ground and planes in the air against ISIS. But until governments in Iraq and Syria have the support of their people, they can’t contain, let alone defeat, ISIS. Building on France’s suggestion for an international meeting, the permanent members of the United Nations Security Council should offer to help coordinate, train, equip and finance an alliance of all countries in the Middle East to contain and then defeat ISIS. TONY GREEN Lacey, Wash., Aug. 26, 2014 To the Editor: A broad coalition will be required to defeat ISIS, now rampaging through Syria and Iraq, crucifying, beheading and kidnapping. This will take more leadership from the Obama administration than is associated with the principle of leading from behind. It will require the president to acknowledge that his notion of no victor/no vanquished, an idea more appropriate to marriage counseling than hard-edge international conflicts, may have to be suspended. PAUL BLOUSTEIN Cincinnati, Aug. 25, 2014 To the Editor: As a Vietnam veteran whose family has served in most of America’s wars since 1774, I think that somebody else should make the “necessary response to ISIS.” Your editorial spells out the warring religious and political factions in the region, saying “the United States cannot go it alone” in the fight to stop ISIS. If the leaders and the peoples of the Middle East are not willing to confront this murderous entity themselves, why should we try to do it for them? The only trouble is that the United States can’t simply hope that Muslim countries will join in the fight to eliminate ISIS. We have to take control of our own destiny. But international support is no substitute for the will to act on a plan that protects America’s national security. But it doesn’t mention that the United States has been expanding its tool kit. To gain the release of Bowe Bergdahl, an American soldier held in Afghanistan, the United States freed prisoners at Guantánamo. And it tried a rescue mission for the journalist James Foley, even though it failed. The United States needs to develop flexible and creative ways to seek the release of Americans. Take the case of Warren Weinstein, a development specialist on a project in Pakistan. Al Qaeda has held him for three years, and he is 73 and ailing. The United States should study the demands being made, which are not financial, find ways to convey messages to his captors and make every effort to free him.
