Safety Engineer The Centers for Medicare & Medicaid Services, Consortium for Quality Improvement & Survey and Certification Operations is seeking an experienced engineer or architect to serve as a Regional Safety Engineer. In this position, the employee will evaluate health facilities to determine compliance with the provisions of the Federal agency conditions of participation and the Life Safety Code (LSC), ensuring the safety and structural soundness of these health care facilities. He/she will provide expert technical assistance and consultation to the Consortium Administrator, Associate Regional Administrator for the Division, Survey Branch Manager and staff, State Agencies, providers and nongovernmental organizations on all aspects of safety engineering and the Agency’s regulatory responsibilities. He/she must have expert knowledge of fire safety and the National Fire Protection Association (NFPA) Life Safety Code (LSC) and have NFPA training certification. The position requires a minimum of 50 and up to 75 percent travel. The billets will range from O-4 to O-5. One or two positions. Location: Region Il – New York Regional Office. DUTIES: In this position the individual will perform professional work in the area of safety engineering in the review and assessment of fire and related safety issue in health care facilities. Specifically, the individual will: - Provide authoritative professional and technical expertise in the area of safety engineering in the review and assessment of fire and related safety issues in health care facilities; - Conduct onsite life safety inspections of health care providers including but not limited to hospitals, rural health clinics, skilled nursing facilities, intermediate care facilities for persons with intellectual disabilities, laboratories, hospices, and end stage renal disease facilities. - Evaluate State Agency interpretation of regulations and enforcement of agency’s standards and applicable editions of codes. Provide technical expertise, interpretation and clarification of safety standards, appropriate abatement actions and completion dates as they apply to the specific health care facility under review; - Recommend termination of health care providers from the CMS programs when fire and life safety practices and physical environment conditions are not in keeping with Federal standards; and develop documentation for terminations; - Evaluate State Agency performance from the point of view of fire and life safety issues, recommend corrective action steps and follow through for completion on employing agency issues; - Determine the need for training of State surveyor and provider personnel and develop and deliver special training programs and workshops.
