Santosh Nagar inspector K.V.M Prasad says.. "he(Rapist) did not admit to kidnap her, so he was set free". Is Mr. Prasad expecting the rapist to come in by himself? Is it not your duty Mr. Prasad to make him confess his heinous crime?? How easily you say that the accused of alleged heinous crime was set free because he did not admit to that? Will a thief admit that he is a thief unless he is made to confess? The victim has clearly in her Complain to police given the names of all those who are involved and the locations where this crime was carried out. Based on the complaint why not arrest all the accused, put them in jail and do a fair, unbiased interrogation? (without coming under any political influence)... no one is above the law.
