Saw this posted on another budgerigar societys page this morning. The bird is visibly and audibly distressed. Its equivalent to pulling most of a horses main out by hand (see how many feathers are removed in the video). The MBSA does not support cosmetic alteration of any kind, including plucking of spots, tails, flights or vents. Spots are a heritable trait and can be bred by good selective breeding - this is seen by many MBSA members as one of the rewarding challenges of breeding budgerigars. Plucking of the mask is commonplace in English-style show budgerigars because breeders have become lazy in their selective breeding. It reduces the width and depth of the mask, making the head appear larger, which is apparently the main focus of the English-style. The spot feathers left after the process rarely sit within the boundary of the mask, as called for by the WBO standard, and create a turret effect on the throat.
