"Secularism in a democracy such as ours in its simplest terms means that the government does not promote any one religion. It does not mean that you must strip all religious references and identities. Even in Canada, as I pointed out to the Court of Appeal in the Grant case, religious symbols abound in public institutions. Our Coat of Arms, our Constitution, all make reference to God. The Queen, who is our head of state, is also the head of the Church of England. We are thus not really a secular society at all."
