Senate Bill 10, one of Think New Mexicos three job creation bills in the 2014 session, establishes a post-performance incentive that businesses could receive only AFTER they create well-paid jobs for New Mexicans (unlike existing pre-performance incentives that offer dollars up front, before jobs are created). The bill also closes some existing tax loopholes, like a 1940s-era discount for cigarette distributors.
