Silicon Valley is one of the richest regions in the world and our startup methods are based on a wealthy, well-developed ecosystem not existing in most regions (hard, soft and IT infrastructures), so its not easy to replicate. However, Bangalore achieved take-off in 10 years leveraging its IT talent so its possible for a poor region to achieve success by implementing policies to build the local hard infrastructure and support entrepreneurs -- an effort that requires both local government support and active entrepreneurs, a difficult task since government is often the main obstacle. What ways have you found to effectively deal with an undeveloped local ecosystem and bureaucratic government policies?
