So I have a creepy neighbor and hes really starting to concern me. He has had the cops called on him for domestic disputes with his woman many times. He has now been out of water for going on 2 months.. Next hes out of power. I let him use my water one time, so he could flush his toilets (also wanting a ride which I wouldnt give ). I get home last night and he tells me that he just continues using my hose and my water which brings up my water bill. He was literally just standing out there waiting for me to come home so he could tell me .Lurking in the shadows so to speak. Any suggestions on how to handle this winner?
