The intent behind the emphasis is pretty much subjective and in the air right now. Although according to Mike Pereiras twitter account, he claims that the examples shown to the officials, not a single one was a Seahawks player. (though a tweet isnt completely sufficient evidence to disprove the notion this emphasis was not aimed particularly at the Seahawks).
