Speaking on the subjects of Peoples Initiative Against Pork Barrel ( PIAP ) and Disaster Planning and Management at the Balitaan Forum in Rembrandt Hotel in Q.C. last week. The 2nd Peoples Congress will be convened in Cebu City at the Mariners Court on August 23, 2014 from 9:00 am to 3:00 pm. A peoples rally will be held at the nearby city plaza immediately after the congress, to launch the signature campaign for the PI petition against the pork barrel system. The peoples initiative is gaining broad support from civil society, the church, progressive and mainstream political groups. On the subject of disaster management, the Philippine Weather Information System ( PWIS ) was proposed for adoption in lieu of the obsolete public storm signal system used by DOST-PAGASA since the 1960s. PWIS will provide basic and detailed weather information ( i.e. wind speed, rainfall, typhoon radius, location, direction and speed ) to enable people to make informed decisions with regards to atmospheric and hydrologic hazards.
