Suggestions for Interim Use of 4th & Colorado Intermodal Hub See official plan here: smgov.net/departments/Council/agendas/2014/20141125/s2014112508-A.pdf ) Having to do an interim solution is very unfortunate, but also some of the permanent ideas are good, e.g. re-directing cars existing the freeway away from the specific area. Still, it has taken five years to get this point - approval of only an interim facility - so designing, approving and funding a permanent solution within another five years may be difficult (according to documents it could be up to ten years). Here are my suggestions (see attached diagram). 1) Replace northbound lane with double-stacked bikeparking under a roof. In addition to creating parking, this reduces the need for pedestrians to look both ways here. Also everyone will jaywalk here, so make it legal. Create specific app for this parking which indicates capacity so that people coming will know to park at Bike Center (overflow bike lot) 2) Eliminate the triangular green area to between the western-most platform and Colorado. This creates a pinch point. Replace with benches which are pedestrian-permeable. 3) Alternative to 1) is a bike tower, which can be moved in the future, or sold. This means that the light timing has to be connected with Expo arrivals and departure. For example off-boarding will be quite intense on beach days and so on, so lights should stay on from the moment Expo arrives til it takes everyone leaving the train at a reasonable pace from the furthest point to the intersection to have a crossing signal, and not stop. But also people who are arriving should miss their train because of missing a green. Otherwise everyone will cross on their own initiative.
