“Super 50”TM GENERAL STUDIES TEST-SERIES Mains Examination-2013 (Semi Comprehensive and Comprehensive) Test-1 TestCode-09/1013 Time: 3 hrs Marks 250 ============================= Ethics, Integrity and Aptitude ============================= Instructions: Candidates should attempt all Questions strictly in accordance with instruction given under each Question. Whenever a Question is attempted, all its parts and sub parts/sub-parts should be attempted continuously. This is to be strictly followed. ============================ 1. Answer the following in 250 words. (4x25=100 Marks) a) Ethics is not the same as feelings. Feelings provide important information for our ethical choices. Some people have highly developed habits that make them feel bad when they do something wrong, but many people feel good even though they are doing something wrong. And often our feelings will tell us it is uncomfortable to do the right thing if it is hard. Ethics is not religion. Many people are not religious, but ethics applies to everyone. Most religions do advocate high ethical standards but sometimes do not address all the types of problems we face. Ethics is not following the law. A good system of law does incorporate many ethical standards, but law can deviate from what is ethical. Law can become ethically corrupt, as some totalitarian regimes have made it. Law can be a function of power alone and designed to serve the interests of narrow groups. Law may have a difficult time designing or enforcing standards in some important areas, and may be slow to address new problems. Ethics is not following culturally accepted norms. Some cultures are quite ethical, but others become corrupt -or blind to certain ethical concerns (as the United States was to slavery before the Civil War). "When in Rome, do as the Romans do" is not a satisfactory ethical standard. Ethics is not science. Social and natural science can provide important data to help us make better ethical choices. But science alone does not tell us what we ought to do. Science may provide an explanation for what humans are like. But ethics provides reasons for how humans ought to act. And just because something is scientifically or technologically possible, it may not be ethical to do it. Then what is ethics? What are the problems in identifying the “ethical standards”? What are different sources of ethical standards which we should use? b) What do you understand by the following terms? Point out their specific relevance in public service; • TRUSTWORTHINESS • RESPECT • RESPONSIBILITY • FAIRNESS • CARING • CITIZENSHIP Indicate other attributes which you consider very important for public servants. Justify your answer. c) What do you mean by Emotional Intelligence? Why is emotional intelligence (EQ) so important? Point out utilities and application in administration and governance? d) The approach and orientation of administrators should be suffused with passion for excellence and compassion for all. Do you agree? Give reasons. 2. Answer the following in 200 words. (5x20=100 Marks) a) Gandhian thought of our ability to remake ourselves defines our greatness. How, if incorporated, this would benefit the probity in public life? b) Compare and contrast the management of ethics in the internal and external environments of business. Why is the ethical management of the external environment often regarded as the controlling factor for success in a green field project? c) What do you understand by Right Conduct? In what ways is it essential if the society is to survive? d) Virtue ethics offers a better motive for the action one does than the duty based ethics. Point the relevance of aforesaid in public service. e) New situations call for new responses from moral point of view but the fundamental of ethics remains the same. Public Administration is one such arena. Justify. (CASE STUDY) 3. Answer the following (5x10=50 Marks) Case - I A subordinate’s leave for application for his daughter’s marriage, which was organized out of town, was rejected. The superior refused on the grounds that work would suffer in his absence for two weeks, and instead, granted the subordinate only a week’s paid leave. At the end of the sanctioned period of leave (i.e a week), from the venue of his daughter’s marriage, the worker sent a medical certificate to the manager stating that he had been taken ill and was advised a week’s rest. On his return to the workplace exactly after two weeks, the superior did not allow him to rejoin duty immediately. The subordinate produced his medical certificate, to explain the delay and continuation of leave. In your capacity as the superior what would you do and Why? Case- II You suspect someone in the office is working against you. Your paranoia gets the better of you. You’re put in defensive mode, and you begin actively working against the purported offender. What would you do and why? Case -III Mr. X working in accounts section of a Government office lost his job for refusing to adjust a sheaf (bundle) of false bills forwarded by his managing director. He could not muster enough courage to draw the attention of the Board of Directors because he knew it could lead to a protracted legal tussle and he didn’t have the resources to sustain a legal battle with its erstwhile employer. He is also aware of the fact that people seldom come to the rescue of an employee who blows the whistle. Under such circumstance what would you do and why? Case -IV Your friend and you have prepared together for the civil services examination. You have shared your joys and sorrows and have been each other`s confidante. Both of you cleared the first two stages of examination together and appeared for the personality test. However, just before the declaration of final result you came to know from other sources that your friend has falsely represented his success in the previous two stages and it has earned him a bad name among the acquaintances. Your credentials are also being doubted now, which means a lot to you. What would you do and why? Case- V You are posted as the Medical Superintendant of a District level Government Hospital which caters to the need of poor patients from surrounding rural areas along with the local people from the district town. As such the hospital has very good infrastructure and adequate equipment to cater to this need. It also receives sufficient funds to meet the recurring expenditure. Inspite of this there have been repeated complaints particularly from the patients which include the following (i) Very poor maintenance and un-hygienic conditions in hospital premises. (ii) The hospital staff frequently demanding bribes from the patients for the services rendered. (iii) The negligent attitude of the Doctors resulting in times of casualties. (iv) Siphoning of a substantial stock of medicine by the staff and selling it out. (v) Strong nexus between the senior Doctors of the hospital and the owners of local private nursing homes and testing labs as a result of which the patients are strongly misled and dissuaded from availing the hospital facilities and rather compelled to purchase costly medicines from market and get medical tests and even operations done from private medical houses. (vi) There also exist notorious employee unions which puts undue pressure and resents any reformative step by the administration.
