Supreme Court Declared 4th Amendment ILLEGAL-- রাষ্ট্র-বিশেষজ্ঞ আহসান উল করিম @Mohammad Munshi=>By 4th Amendment, Bangabandhu Sheikh Musjib become president without election and the term of National Parliament had been extended two years without election. Supreme Court declared those articles of 5th Amendment legal which revised and replaced the 4th Amendment. In declaring that Supreme Court virtually declared that 4th Amendment was illegal, Bangabandhu was illegal President and extension of the term of National Parliament was illegal and declared part of 5th Amendment legal is LEGAL. After democratic reforms of Union-Upozela- Zela-Division initiated by me, Bangladesh has gone to a democratic structural changed. None can supersede that. So, History would be difficult to repeat in now Bangladesh. ১৯৮২ থেকে গণতান্ত্রিক পুনর্গঠনের ধারাবাহিকতায় ময়মনসিংহ ও কুমিল্লা বিভাগ গঠন করা তথা বাংলাদেশকে ৯টি বিভাগে বিভক্ত করা হলে এবং যুক্তরাষ্ট্র-ফ্রান্স-জাপান-রাশিয়ার আদলে দুইকক্ষ সংসদব্যবস্থা চালু সকলক্ষেত্রে উদার, নৈতিক ও সৃজনশীল চেতনার বিকাশের ধারা দেবে। বাংলাদেশ উচ্চমাত্রায় সম্মৃদ্ধিশীল গণতন্ত্রমুখী রাষ্ট্রে পরিনত হবে।তাই আসুন স্বৈরবাদ, সন্ত্রাসবাদ, মোল্লাবাদ ও হরতালবাদ রাজরীতির অভিশাপ থেকে মুক্ত উদার, নৈতিক ও সৃজনশীল তথা “সম্মৃদ্ধিশীল গণতান্ত্রিক বাংলাদেশ ”গড়ে তুলি। এজন্যে নিচের জরুরী পুনর্গঠনগুলোর জন্যে সোচ্চার হন---- * যুক্তরাষ্ট্র-ফ্রান্স-জাপান-রাশিয়ার আদলে দুইকক্ষ সংসদব্যবস্থা চালু করা; * দ্বিতীয়কক্ষ থেকে অন্তর্বর্তীকালীণ তত্ত্বাবধায়ক সরকারব্যবস্থা চালু করা; * ময়মনসিংহ ও কুমিল্লা বিভাগ গঠন করা;
