Correspondence: patychykyresearch@hotmail ABSTRACT This study evaluated the ratio of teacher to pupil and the quality of infrastructure available for the implementation of the Universal Basic Education (UBE) Scheme and its influence on the performance of the scheme. It stated as its research objectives an identification of the relationship between the ratios of teachers to pupils and performance level of the universal basic education scheme and the quality of infrastructures available for the implementation of the UBE scheme in urban and rural communities of North senatorial district of Delta state. The survey research method was employed sampling the opinions of 200 teachers selected from a total population of 6,037 primary school teachers in the district.
