THE CONSTITUTION OF THE ALU FACEBOOK GROUP (Uniting the Next Generation of African Leaders) as agreed to by the members on 18/01/2015. We Round Two Applicants to the African Leadership University submit to this Constitution in our Cyber Acts concerning Our Group CONTENT: PRELUDE THE GROUP, PURPOSES AND VALUES MEMBERSHIP ORGANS MANNER OF SHARING DECISION MAKING DISCIPLINARY ACTIONS FILING COMPLAINT AND DISSATISFACTION CONSTITUTIONAL AMENDMENT & CHANGE APPENDIX PRELUDE: This Constitution though formally articulated aims to uphold a social atmosphere for the group. It by no means limits freedom or establish formalities, instead it ensures freedom at a sustainable manner. It is written to serve as not there in times of peace by granting liberty, but it provides a stable handling of an emergency that threatens the existence of this group in its entirety. By the way, go easy... its just cool! :) THE GROUP, PURPOSES AND VALUES Article 1 (1)a. There shall be ALU Facebook Group using the name ALU. ALU is a Facebook Group created to provide a cyber social platform for Round Two Applicants to The African Leadership University to casually interact in sharing ideas and experiences, and discussing matters of social, political, cultural and economic relevance. b. ALU Facebook Group does not represent the views of The African Leadership University, neither is it an official initiative of the African Leadership University. (2) Purposes. a. Develop social relations among the round two African Leadership University Applicants, from acquaintanceship to Family-hood. b.To provide an informal atmosphere for casual communication within African Leadership University Applicants. c.To stir the passion for Africa within the members of the group. d. To provide a platform for problem sharing during and after application to the African Leadership University. e. To establish a long lasting network of Young African Leaders. Article 2 With regard to Article 1(1) of this constitution ALU members shall be obliged to maintain a social atmosphere in, and uphold values of; a. Respect b. Casual Atmosphere c. Unity d. Democracy and e. African Patriotism . MEMBERSHIP Article 3 (1) The members of ALU Facebook Group shall be applicants to The African Leadership University who have successfully made it to Round Two of the Application Process. (2) Membership in ALU is associated with rights and responsibilities. 1. right to become a member under terms of this constitution 2. right to share opinions and feelings freely without violating any part of this constitution 3. right to freely comment on anything posted within the group 4. right to make decisions in matters affecting the group through the order stated by this constitution 5. right to privacy and freedom from amorous harassment 5. right to exercise rights as outlined in Article 3(2) without violating any other part of this constitution. 6. respect and protect this Constitution and all it contains. Article 4 With regard to Article 3, membership of a person can be terminated after public discussions followed by a 50 % voter majority poll of acceptance, if the particular member has; 1. Lost the qualifications stated in Article 3(1) of this constitution 2. Persistently violated this Constitution 3. Committed cyber crime(s) as identified by the International Community 4. Violated Facebook Terms and Conditions ORGANS Article 5 (1) ALU Facebook Group shall have two (2) organs; The Members and The Administrators. (2) The Members shall be all the Round Two Applicants, and shall serve as the final decision makers through polling, of every decision that significantly affects the group, unless otherwise stated by this constitution. (3)The Administrators shall be the two co-founders of the ALU Facebook group. They shall serve as the imperative executives of anonymously reached decisions and other obligations stated in this constitution. MANNER OF SHARING Article 6 (1) This constitution recognizes a laissez faire posting order, allowing anyone to post content of any relevant subject at any time. However, without affecting Article 3(2) of this constitution, the group may agree upon a different system of posting. (2) This constitution allows non-offending jokes, and all common African acceptable casualties (3) The official language for the group is English. However French and Portuguese can also be used, and if possible translated to English, the majoritys language. (4) Use of profane words, obscene content, racist ideas, dividing posts and comments, and personal attacking posts are strictly prohibited. (5) When a legitimate post doesnt meet your interest, you are required to ignore it. Irrational criticism is prohibited DECISION MAKING Article 7 (1) Decision making by the members shall be reached upon through polling. This polling shall be done using the Ask a Question feature of the Facebook Groups. (2) A polling question that affects this constitution or the organization of the group can only be asked by the Administrators. The Administrators will put a question to polls after a matter of concern has been raised by a member of the group and it needs polling for a decision. (3) Polling time, shall beat at least 3 days or more. The Administrators will have to specify the start and end time when putting a question for polling. (4) Polling shall be valid only if in the 3 polling days, more than 1/3 of the total number of members in the fist day of polling has been reaches or exceeded. If the number of voters shall be less, the administrator shall be obligated to add two (2) more days for the voting, and Private Message all member reminding them to vote. If the number is not reached in the (2) added days, the poll shall be cancelled until the administrator sees the convenience to call the polls again. DISCIPLINARY ACTIONS Article 8. (1) If any member of ALU Facebook Group shall violate this constitution, he/she shall be subject to disciplinary actions that include 3 warnings and if not heeded, termination of membership. (2) The Administrator shall be responsible to publicize a warning, for three times. The warnings shall be counted per person, and not per a particular mistake. After the three warnings, The Administrator will be allowed to raise a Matter of Disciplinary Membership Termination that shall be discussed for at least 3 days, and polled for in the order of Article 7 of this constitution. The duration of discussions should be stated by the Administrator when presenting the matter. FILING COMPLAINT OR DISSATISFACTION Article 9 If any member feels deprived of his/her rights as stated in Article 3 of this constitution, or senses an act breaching this constitution, he/she will have to communicate with the administrators privately, and deliberate on the right move. If the matter shall need public attention, the Administrator is obligated to present the matter to the Members and put if for discussion and polling in the order of Article 7 of this constitution. CONSTITUTIONAL AMENDMENT & CHANGE Article 10 (1) This Constitution can be amended, or changed following an orderly procedure. A petition for an amendment or change should be submitted to the Administrator privately, and within 3 days the Administrator will be obligated to present the matter to the group for discussion and polling in the order of Article 7 of this constitution. (2) If there may arise a need for a Constituent Committee a defined procedure in sub article (3) of this Article 10 will be used. (3) The Administrators will have to present the proposal for Random Appointment and suggest the number of members. The number should bean an odd number. Any member will then propose any another member who he/she thinks can be in the committee until the total number is reached. (4) The Administrator will then Privately message those proposed for their consent, and give feed back to the Group. . If there will be any changes to the first proposed names, the Administrator will allow more proposal to fill the missing number. (5) The administrator will create a separate group for the committee to work on the given task at a time specified by the Administrator. After the completion of its Task, the Committee will present its report and it will be open for discussions and polling in the order of Article 7 if this Constitution.
