THE LEGACY OF THE COLONIAL ADMINISTRATIVE SYSTEM TO THE CURRENT PUBLIC ADMINISTRATION:- All state authority in the United Republic of Tanzania are exercised and controlled by the Government of the United Republic of Tanzania. Central Government has three organs: The Executive; Judiciary; and The Legislature that have powers over the conduct of public affairs. In addition, Local Government Authorities assist central government. The government of Tanzania serves the interests of the people through the public administration this current public administration in Tanzania in its structure and institutions includes the executive, judiciary and legislature with institutions embedded within them. This paper will base on examining the extent by which the current public administration in Tanzania has affected by the legacy of the colonial administrative system. Before seeing these let us grasp the meaning of some important concepts like Public administration and its components. Public administration is the system, which has been set to provide goods and services to the public. It is the one, which deals with the public. The government set the public administration as Mukandala, R. S., 1991 says the purpose is to serve the interest of the Public (people) such interest is like providing better social services to the public. During colonial time, the British ruled over Tanganyika and they used to set their public administration for exploiting Tanganyika and its resources. The indirect rule system of leadership that adopted from Nigeria imposed in 1920 when Tanganyika became a British trusteeship. The concentration here will be on the British public administration system and its legacy to the current public administration in Tanzania. The British public administration in Tanganyika in terms of structures and institutions comprised of the governor who appointed by the crown and was responsible to the crown then he was the head of executive and legislative council with the power to appoint the Attorney general, the Treasurer, the provisional commissioners and directors. Then it comprised of the executive council, which established in 1920 and worked according to crown instructions and it was advisory board to governor. It involved the chief secretary of the government, the Attorney general, the treasurer and director of Medical and sanitary services. It had official and non-official members whom in 1957 became the ministers . The legislative council also formed in 1926 contained the appointed members by the governor it had a function to make laws advice governor and raising revenue and peace order and good government of the territory. The departmental organization under chief secretary in 1947, where in 1948 they became the member system and in 1957 ministries. The provincial administration in charge of provinces and native authority through the indirect rule to allow the local authority rule that is decentralization of power as regarded by sir. Donald Cameroon the lastly is the courts system where there were English laws and Native laws imposed. High court and the subordinate court in 1920 established in Tanganyika. There was also the inter-territorial court of East Africa in bringing equality between Tanganyika, Kenya and Uganda . These legacies of colonial public administration in Tanganyika have affected the currently public and ministration to the following extent:- The system of vesting much of power in the hands of governor such as appointing provisional commissioners, Attorney general, Native authority, chief secretary of a state members of LEGCO and officials of executive council has been adopted even after independence where president is responsible to appoint large number of personnel in bureaucracy such as Attorney general, regional and district commissioners, chief justice, the cabinet that is ministries and the prime minister, then there are some members of Parliament in Tanzania who are appointed by the president of the United republic of Tanzania. As if governor of Tanganyika performed three duties, it is the same case to, the president of Tanzania today who is The President of the United Republic is the Head of State, the Head of Government and the Commander-in-Chief of the Armed Forces.
