THE QUESTION OF THE REFERENDUM: The 2010 Constitutional arrangements are very clear as to the relationship between the Senate and the County Government. Senate makes laws and protects the counties, including calling upon anyone to account. The Accounting officers in the County Governments are Not governors but the Chief Officers. Policy drafters and guides include the County Executive and especially the County Assembly Passes the County laws. The National Government ( including the Senate) and County Governments are separate entities that are inter-dependent and MUST co-operate together, not one superior to the other. Each has an in-built mechanism of accountability. The Governors are answerable to the County Assemblies, not Senators. The Chief Officers are answerable to the Chief Executives, Assembly, Auditor General, Controller of Budget etc. County Development Boards are UNCONSTITUTIONAL. For devolution to work, we need 45% of most current national revenues ( Previous Years) - Not audited accounts of some 5 years ago to go to the counties. YES - clarify HOW MUCH goes to the Counties and the roles of the Senate and National Assembly . If your thinking otherwise, you are simply lying to yourself, denying your community self determination and curtailing devolution. PESAMASHINANI!!!
