TMG VACANCY ANNOUNCEMENT: OPEN JULY 14, 2014 - CLOSES JULY 27, 2014 CENTRE FOR CIVIC EDUCATION (a.k.a Transition Monitoring Group) ‘A Coalition of Human Rights & Civil Society Organizations’ TMG VACANCY ANNOUNCEMENT: Open July 14, 2014 - Closes July 27, 2014 Background In order to enhance public confidence in the conduct of election, the Centre for Civic Education (a.k.a Transition Monitoring Group, TMG) will undertake a comprehensive observation of the 2015 Nigeria’s general election including systematic observation of voting and counting at a representative random sample of polling units using the PVT methodology and employing information and communication technologies (ICTs). The observation will provide the public, political parties, and electoral authorities with systematic, state-wide information on the conduct of the opening of polling stations, the voting process, and the counting of ballots, as well as verification of the official results based on statistical estimates using official results from a nation - wide representative random sample of polling stations. Summary \ As part of its strategic restructuring and expansion to meet the challenges of an election observation project for a national election, including parallel vote tabulation (PVT) to enhance integrity and credible elections in Nigeria, TMG seeks to fill the following positions in its National Secretariat in Abuja: 1. Zonal Program Officers (ZPOs) 2. Administrative/Human Resource Officer (A/HR) 3. Accountant and 4. Election Project Internship These positions will be for an initial period of six (6) months; subject to renewal based on performance and the availability of funding. All positions have competitive salaries as obtainable in the industry. 1. Position Description: Zonal Programme Officers (ZPOs) Primary Responsibilities • The zonal program officer shall work in the TMG’s National Secretariat based in Abuja and shall oversee the activities of the state coordinating committee members in the assigned geo-political zone for effective implementation of the Quick Count Project. • The zonal program officer shall take the lead in developing and maintaining database for members of the state coordinating committees, local government area supervisors and observers in the assigned zone. • He/she shall work with other officers at the TMG National Secretariat to schedule, plan and execute all training programs in the assigned geo-political zone • He/she shall work with members of the State Coordinating Committees to collate and analyze weekly observation and activity report, and produce monthly activity reports on political/security updates from the zone. • He/she shall work with other officers at the National Secretariat to compile and generate draft report for the on-going Continuous Voter Registration Exercise, Presidential Elections, State Elections and the final project report. • He/ She shall assist in developing draft election statements and other press statements • He/she shall manage the State coordinating committee members, local government supervisors and election observers in the assigned zone and ensure the accreditation and deployment of observers on election days. • He/she shall work as data manager at the National Information Center on Election Day. Skills and Qualifications • A minimum of five (5) years of experience in democracy and good governance, or a related field. • Bachelor’s degree in Political Science, International Relations, Public Admin, public relations, or related field. • Ability to engage in strategic planning. • Demonstrated understanding of elections and statistical principles. • Demonstrated ability to conduct and apply sophisticated political analysis to programmatic activities. • Demonstrated ability to work effectively with senior political, community, and civic leaders as well as members of the donor and diplomatic community. • Excellent oral and written communication skills in English. • Appreciable knowledge of project management and implementation • Working knowledge of microsoft application packages and internet technology. 2. Position Description: Administrative/Human Resource Officer Primary Responsibilities • He / she will be the first point of contact for all TMG”s related queries at the National Secretariat • He / she is expected to perform both HR-specific and general administrative and secretarial support at the TMG National Secretariat • He / she shall be in charge of filing and in custody of employee records, donors and partners records as well as organization’s corporate records. • He / she shall provide direct support to Senior Management Staff of TMG by scheduling meetings and appointments as well as making travel arrangements. • He/ She will be responsible for new employees’ inductions, preparation of employment packages such as policies, staff welfare, benefits as well as processing termination paperwork. And shall also assist in the planning of all TMG’s events. • The Admin. / HR Specialist shall be responsible for enforcement of TMG’s policies and procedures and shall keep track of staff movement and time input. In addition the Admin. / HR Specialist shall handle essential recruitment tasks, including job postings, reviewing resumes and scheduling of interviews. • Ensure TMG’s HR database is up to date, accurate and complies with legislation. He/ She shall be responsible for ensuring TMG’s compliance to labour regulations in Nigeria. Skills and Qualifications • A minimum of three (3) years of experience in public relations, HR, with a legal background. • The Admin/ HR Officer must be a graduate with a first degree, either in HR or in a management, psychology, law or business-related discipline. Previous experience either in a general administrative role or HR will be an added advantage. • Strong managerial skills • Working knowledge of Microsoft Office Suite • A sound knowledge of the Nigeria law/legal system • Appreciation for confidentiality • Excellent interpersonal skills • Strong communication skills, both written and verbal • Tact and diplomacy • The ability to coordinate while working as part of the team • The ability to work accurately, with attention to detail • Demonstrated ability to work effectively with senior political, community, and civic leaders as well as members of the donor and diplomatic community. 3. Position Description: Accountant Primary Responsibilities Work with the TMG accounts Team to oversee the financial operations of the Quick Count project and ensure timely and accurate financial reports and practices including cash management, financial disbursements, bank and imprest reconciliation etc. He / she will prepare and analyze budgets, financial reports, and make recommendations to the program team on budget expenditures. He/ she shall monitor expenditures and track retirements across the country to ensure that program funds are utilized appropriately and duly retired. He/ she shall ensure that all financial reporting is completed on time and submitted to donors on monthly basis. He/ she shall provide financial inputs for logistics, travel and other areas of administration. He/ she shall prepare and check financial documentation, ensuring they are compliant with the budget and donor policies and procedures. He/ she shall ensure prompt payments for all programme expenses. He/ she shall carry out monthly bank and imprest reconciliations as stipulated. He/ she shall ensure that all financial supporting documentations for TMG Quick Count project are properly filed. Any other reasonable duty as may be assigned by the Finance Manager that is consistent with the nature of the job and its level of responsibility. Skills and Qualifications • A minimum of three (3) years post NYSC experience in financial management, business administration, book keeping, or a related field. ICAN or ANAN certification is an added advantage. • Bachelor’s degree or HND in Financial Accounting, Accounting, Business Management or any related subject. • Demonstrated understanding of accounting packages like ‘quicken’ is highly valued. • Proven knowledge of USAID financial policies and donor funds reporting requirements. • Ability to learn and adhere to organisation policies and procedures • Excellent computer skills, including expertise in MS Excel and word • Demonstrated experience and skill in financial reporting preparation and presentation • Ability to translate financial data into informative reports for non-finance staff • Flexibility to work both independently and also as a team member • Strong organisational and prioritisation skills • Proven ability to produce results within given deadlines • Be honest and trustworthy 4. Position Description: Election Project Internship Primary Responsibilities • The intern shall assist with all administrative needs of TMG National Secretariat. • He / she shall assist with all logistical needs of the TMG secretariat. • He / she shall assist the zonal programme officers in developing and maintaining database for members of the state coordinating committees, local government area supervisors and observers in the six geo-political zones of Nigeria. • He / She shall assist the Zonal Programme Officers in the collation and analyses of weekly observation and activity reports, as well as monthly activity reports on political/security updates from the geo - political zones. • He / she shall assist with scheduling, planning and executing all training programs in the six geo- political zones. • The intern shall assist in managing and providing support for the information centre that will be set up during the election period. Skills and Qualifications • The position is open to fresh graduates with background in Political Science, Business Administration, Communication, Project Management, non-profit management or other related discipline. • He / she should have good oral and written communication skills in English. • Demonstrated understanding of elections. • Working knowledge of Microsoft Suite Office. • He / she should be organised with an ability to prioritise time-sensitive assignments. • He / she should be creative and flexible enough to multi-task • Interested in the issues of good governance, human rights, equal access to learning resources and generally socially conscious individual. • Interested in non-profit management and community development.
