TRACING A CARNIVAL SCANDAL TO ITS ROOT: I was taught how to investigate at John Jay College of Criminal Justice, CUNY, NY. A root analysis is necessary in any investigation, and the problems must be traced to its root. I have began to collect data, which I will analyze, and then I will pass onto the appropriate US Government authorities. I will be going to the FEDERAL government, because I believe that federal statutes were violated. I have traced the root to an ongoing Carnival Scandal to Antigua and Barbuda. I will be looking at Antigua and Barbudas Minister of Culture Eleston Namba Adams, and then I will link him to people in Atlanta that are alleged to be involved in a shady carnival scheme. I will also link former Antigua and Barbuda CDC Chairman, Vaughn Walter, to people here in Atlanta. According to the AntiguaChronicle online article, Band Leader Colin Martin said, We are still waiting to be paid and there as few people that are not being patient. They finish working and they want their money. I can understand how they feel about it. Its happening every year. He added that the whole carnival fraternity, with the exception of the Soca Monarch competitors, are waiting to be paid. The other groups include Pan and Caypso among others. There is a consistent pattern not to pay Mas Camps, but the officials are using inside information to get kick backs and to enriched themselves with ill gotten gains from carnival, WHICH IS OUR CULTURE AND OUR HERITAGE...THE TRACING HAS BEGUN...
