“Telangana – A Dream come true”. For 35million people of a telangana it’s a dream come true, but for the rest of people of seemandhra it’s a shocking truth..! A battle of 5 decades and continuous spurring movement of 5years has come to halt after congress lead UPA govt finally set to create a separate state of telangana. With this decision there is a foul cry among many sections of people along with seemandhra region saying that.. “Formation of telangana will ignite passions among other states and could bring blot to unity and integrity of India”. This question is put forward by some pseudo-intellectuals and ruthless politicians, let me take this question in two parts. First part of question is “formation of telangana will ignite passions among other states”, does it? My answer is certainly it does. We have already started witnessing few demands of separate statehood have restarted from Gorkhaland, Bodoland, Vidarbha and partly from U.P. Lets observe a most common and pivotal aspect of these statehood demands including that of telangana’s. The mother states of most of these statehood demanding regions (Gorkhaland (It has Gorkhaland Territorial Administration (GTA) Bill), Bodoland, Vidarbha & telangana) fall under Article 371 of Indian Constitution. According to this article (Aim of Article 371 is to remove regional imbalances) all these regions were given some special provisions under constitutional guarantee. Now lets come to the pattern why all these regions which were awarded with special statuses (provisions) are now asking for separate statehood for their regions, because the matter of fact remains that despite of all these constitutional guarantees in order to remove regional imbalances among these regions with respect to their mother states, the safeguards were set afloat by political mainstream of those states resulting into socio, political & economical imbalances in these regions. Fact is political section of these states have only utilised these region’s special identity for their vote bank politics and they never ever concentrated on the real development and socio-economic upliftment of these backward regions. As a result all these regions are asking for their rightful demand, can anybody say that even after several betrayals one cannot ask for their rights for socio, political & economical justice, if any region’s (people’s) rights are deprived because of political hooliganism then how can we say that we are living in democracy rather it leads to “anarchy”. Second part of question is “Formation of smaller states could bring blot to unity and integrity of India”, does it? My answer is a clear “NO”. If it does, the entire notion of decentralization of administration and smaller administrative entities will be in shambles. Let us consider two points here • Smaller states won’t disintegrate nation rather they pay path for faster growth through effective governance. In smaller states governments can participate more proactively into welfare economics because there scope for social penetration of governance will be more. As a result these small states will directly contribute more for nation’s growth resulting into more integrated nation. • Smaller states will echo the notion of “less government & more governance”, because in smaller entities fixing of accountability is very easy. Rather it is very hard to fix accountability in larger states. With this it is quite evident that smaller states will contribute for rapid growth, provided with stronger leadership and resulting into strongly integrated and united India. In ratiocination, I would like to say that smaller states with strong leadership will do good in due time and they cannot disintegrate nation’s unity rather they form a strong federal structure like U.S.A. Political leadership should not back step in taking crucial decisions for their short term political gain. As a whole India is in immense need for smaller states and obviously these proactive measures can only be taken when there is strong and affluent leadership in the country.
