That is nesting behavior. Pretty common among several bird species, Ive heard, but this is the first time Ive seen it myself. They use their beak to gather materials, and they stick the materials on their back so they can fly back to the nest site with more than a simple beak-full would allow. And yes, lovebirds are very good at shredding things...but the one I had wasnt nearly as fashionable with what she shredded, lol!
