The Council of Europe’s Advisory Committee Report on the Protection of National Minorities in Ukraine reached two critical conclusions that debunked Russian claims about what is happening in Ukraine and Crimea. First, in mainland Ukraine, it observed no immediate threat to the enjoyment of minority rights. Second, in Crimea, there was urgent concern for the safety and access to rights of minority populations, in particular the Crimean Tatars, numerically smaller minorities as well as persons belonging to the Ukrainian community, who are in a minority situation in Crimea.
