The Empire no longer needs to conquer nations with armies. Now all they have to do is buy the nations government with dollars, surprisingly few dollars. But whether it is capitalists armed with dollars or soldiers armed with guns, it is conquest nonetheless. The conquerors make it sound like the conquered people have a democratic say in what happens to them. This prevents the people from fighting back with guns, because the people waste their efforts pleading with their government to enforce their democratic rights. But the capitalists already bought the government, or better yet, the government believes in the neoliberal worldview and welcomes the capitalists to come in and exploit their nation. Conquered people have no rights, and if they fight back with guns then the empire brings in its armies and destroys the nations infrastructure and eliminates the resisters. Peace is restored, and the capitalists take ownership of what they came for in the first place.
