The Mayor of Ferguson announced that not only will the corporation pay no severance pay to Officer Darren Wilson, whose resignation officials demanded repeatedly while awaiting a Grand Jury decision, but will immediately establish a Citizen Review Board to scrutinize police conduct and an Explorer unit of youthful recruits from the largely black community to learn the ways of police work. The force is mostly all-white in a heavily black population in that troubled suburb of St. Louis. Black activists thereby achieved most of what they had demanded during the tense 3 months that led to the decision.
