The Second Recommendations for the Basis of Equitable Sharing Of Revenue among County Governments. The Commission on Revenue Allocation (CRA) has prepared and presented to the Senate its Second Recommendation on the basis for equitable sharing of revenue among the 47 county governments in Kenya. This recommendation is made pursuant to Article 216 (1) (b) of the Constitution of Kenya (2010) which stipulates that the principal mandate of CRA is to make recommendations concerning the basis for equitable sharing of revenue raised by national government among county governments. The recommendations made by CRA specify the basis for determining the amount of revenues to be allocated to each of the county governments for financial years 2015/16, 2016/17 and 2017/18. The present recommendation uses the following seven parameters and their respective weights, viz.: Population – 45 per cent, Equal Share – 25 per cent, Poverty – 18 per cent, Land Area – 8 per cent, Fiscal Responsibility – 1 per cent, Development Factor – 1 per cent, and Personnel Emolument Factor – 2 per cent.
