The UKs controversial Lobbying Act has struck fear into the sector according to a new report on the laws, with charities and other organisations curtailing their public work so as not to breach the Act. The Commission on Civil Society and Democratic Engagement, chaired by ex-Bishop of Oxford (and current UK peer) Lord Harries said the Act had produced a chilling effect on organisations which feared breaking the law. Lord Harries told the BBC that there was clear evidence that a number of campaigning groups have already decided not to campaign or not to join with other bodies to campaign on an issue because they are frightened of running foul of the Act.
