Sub: Un-precedent delay in Pay fixation (As per 6th CPC), Pay Band-IV, Probation Clearance, CAS placement of Erstwhile DCE faculty members recruited through UPSC ETC . Sir, With all due regards, we wish to apprise you regarding the following grievances of faculty members recruited through UPSC in Erstwhile Delhi College of Engineering: 1. Pay fixation in Pay Band-IV of 09 directly recruited faculty members as Assistant Professors in 5th CPC through UPSC and seventeen Lecturers (Selection Grade) faculty of the erstwhile Delhi College of Engineering have been deprived of their right of actual salary and other benefits as per 6th CPC pay fixation for more than 2 years. 2. The probation clearance of the 42 faculty members recruited through UPSC is pending w.e.f 2008 onwards. 3. CAS cases of many faculty members of erstwhile DCE are still pending inspite of their repeated representations since 2010. Due to this gross injustice meted out to UPSC recruited faculty members and unprecedented delays on the part of administration at various levels, they are not only suffering from academic harassment and mental trauma. Besides, the matters related to Professional Development of the faculty ( PDF) still remains pending even 4 years after due sanction by Delhi Cabinet. Similarly despite acute faculty shortage and increased student intake, the administration has been callous in not revising the Guest faculty remuneration to attract competent guest faculty. The DTU administration has continuously failed to redress genuine grievances of the staff and faculty leading to de motivation. There is an urgent need to develop an effective Grievance redressal system with timeline accountability as per the direction of the Government. All this is severely affecting faculty research output, Post-graduate and Under-graduate teaching and above all their valuable contribution towards the growth and development of the university. The faculty members in the Executive meeting held on 5 June 2014, deliberated on the issues and decided to consider refraining from evaluating answer scripts during summer vacation if the above matters are not effectively addressed by 16 June 2014. Sub.: DTU Campus facilities. We would like to seek your kind attention on following crucial areas for improving overall ambience and facilities in DTU campus. • Water quality of the campus water supply does not conform to drinking water standards. Efforts should be made to get Jal board water for drinking and kitchen purpose. • Civil and Electrical maintenance facility is very poor in the campus. The problems are not being attended properly. Problems remain unattended in spite of several reminders, etc. Due to these reasons residents face difficulty. Maintenance/Whitewashing problem is required to be addressed timely, and these works should be done as per the CPWD guidelines without any favours. • With a view to timely Redress the Grievances of the Residents and implementing some innovations, a Resident Welfare Association may be promoted to look into the relevant matters. • In the absence of regular maintenance of the Stairs and lightings, staires could be dangerous at night. It requires due Attention. • Plasters of the external walls of the flats are loosened and comes out of the wall on its own any time, and falls down on the ground, which may be dangerous for the people around. So all the walls should be repaired in order to avoid any such untoward situation. • Lifts are required in residential area, in order to support the aged and disabled residents. • Provision of a third party inspection of all major Civil and Electrical works should be made and the residents also may be involved in order to ensure Quality work. • Ring road and other roads of the Academic/Residential area of the campus are required to be renovated. Renovation of the Boundaries of type I to type V residence, along with adequate lighting there are also required. • Parks and surroundings in campus are not being properly maintained. Horticulture Deptt., should be restored as it was existing before, as it has contributed through its services remarkably in the past. Needful to be done. • Facilities like Wi-Fi, and Intercom have become so common in any academic campus, comparable to DTU. But the residents here are deprived of even such basic facilities, which have direct connection to growth in academics and research field. • Rash driving in the Residential /campus must be addressed by setting up sufficient number of Speed Breakers over the roads covering the Residential area of TYPE-5, 4, 3, 2, 1 quarters etc. • Vehicle sheds be constructed for all types of quarters. • Recreation club for children and women may be opened in the Guest house of DTU. • Gymnasium should be open all seven days. For Gymnasium at Transit hostel, new treadmills are required, as the old treadmills are not working properly. • Some occupants of the flats (especially at ground floors) are facing Turmite (Deemak) problem. Such problems are required to be addressed effectively by the Civil Enquiry office. • For working women, the facilities of Crèche and Play schools for the children be established. • Mini open Cinema Theater may be established. • Concrete chairs for old age people may be provided on the footpath of the campus. • Number of swings, sliding, see-saw may be increased in the children park near Type-4 and 5. • Outside persons should be allowed from the main gate only. Vigilance is required in this regard. • Children Park may also be established near Type - 3, 2 and 1 quarters. • Sewer system and water supply system for all types of quarters may be improved with new pumping systems and piping. • Traffic signal point may be got established in front of DTU main gate for smooth traffic movement. • Institute of our stature and students population needs an Olympic size swimming pool to strengthen sports facilities. • Huge expenditure was made on the renovation of the lake in the campus. Regrettably, the lake area is not being maintained. This could be developed as a sightseeing/recreation/jogging venue. Date of Allotment of Type-V quarters to incumbent Joint registrar (Admn.) and the eligibility criteria based on which allotment was made. Any abuse of power/loss to exchequer need to be looked in to. 2. Rules followed while Designating/appointing as ‘Jt. Registrar (Admn.) of DTU’ from the post of “Administrative Officer, DCE”. 3. Incidences of Nepotism by Jt.Registrar (Admn.) in the appointment of some officials, staff etc in DTU after the conversion of DCE to DTU 4. Lack of administrative capability/misuse of power for personal gain and vindictive attitude while discharging administrative responsibilities by Jt.Registrar (Admn.) leading to undue harassment to faculty members/technical staff of erstwhile DCE. Specific information can be provided if required. DCETA requests you to institute “inquiry” in to the veracity of the above points. You are requested to ensure fair inquiry in the ‘absence ‘ of incumbent Jt registrar (Admn). Accordingly suitable action may please be intiated. To: 23-07-2014 The Hon’ble Lt.Governor Govt of NCT of Delhi Raj Niwas, Rajpura Road Delhi-110054 Sub: Request for expediting the crediting of deducted Income tax (during 4th quarter of financial year 2013-14) with the Income tax Department & getting extension for DTU employees for filing of e-Income tax Return Sir, DTU administration is not able to provide Form 16/ 16A to its employees till today (i.e. 23.07.2014) against the last date of 28.04.2014. It seems that the DTU administration has failed to ascertain the credit of deducted Income Tax (for 4th quarter of 2013-14 financial year) from the salaries of DTU employees till date (i.e. 23.07.2014). As the deducted income tax from the individual income, is not reflected in the Form 26 AS for the individual’s account maintained by the Income Tax Department. This will lead to slapping of penal interest on the due amount. Since it is e-filing, without payment of the due tax and interest there on, the filing of Income Tax Return is not possible. In this regard, we want to submit a sincere request to your office for directing the concerned officers to take up the matter with the relevant section of the Income Tax Department. Additionally, a request should be made to the Income Tax Department for granting the extension beyond 31st July 2014 (as in the current situation, this is beyond our control to file e-Return by 31st July 2014) to DTU employees for filing of Income Tax Return. The university should have regular staff like Security officer, store/purchase officer, guest house manager, hostel manager, and Estate officer etc., considering the scale of the university operations. Teachers from time to time are given non-academic/administration duties, which hamper the academic rigor and hinder academic engagement. If the teachers have to contribute for academics and research they should be made free of such regular engaging responsibilities. Some essential academic/student administration duties such as warden ship, etc should be assigned for only 2 years term from a standard transparent roster/willingness basis. Sir, We want to draw your attention towards policy of HOD appointment. We believe that present practice for the appointment of HOD is whimsical and biased, which is resulting in undemocratic functioning of the departments. In many IIT’s/ NIT’s and other similar institutions, HOD are chosen from amongst professors and associate professors or top two rungs of the department through a defined policy. Many top ranking (globally) universities do it through election to ensure democratic functioning of the departments. The role given to HOD in the University Department is that of a coordinator (and is not a post), therefore hierarchical norms need not be applied. The amended approach will go a long way to create conducive atmosphere by developing comradeship and leadership qualities for academics and other associated activities. It is suggested that from next academic year the appointment of HOD be made for tenure of 2 years from amongst professors and associate professors through a well documented policy. Subject: Overdue Revision of Remuneration rates for PART TIME /GUEST FACULTY. Sir DTTE has revised Remuneration rates for PART TIME /GUEST FACULTYlast time vide order dt 20-02-2008 (prior to 6th pay commission). After implementation of 6th pay commission wef 1-1-2006, there has been pay hike of regular faculty .In all fairness, PART TIME /GUEST FACULTY remuneration rates also need revision for equity. After a long wait,DTU administration vide Office order dt 13-11-2013 revised rates of Part time Guest teaching faculty. In connection with the DTU order, the revised AICTE/ UGC pay scales have been listed for your kind perusal: Assistant Professors 15600-39100 with AGP of Rs.6000. After 5 years 15600-39100 with AGP of Rs7000 After another. 5 years 15600-39100 with AGP of Rs8000 Associate Professor 37400- 67000, with AGP of Rs.9000.*Can be promoted to Professor in 3 years Professor 37400- 67000, with AGP of Rs.10000 It may be appreciated that the Assistant Professors are in pay band III where as Associate Professors and Professors are in Pay band IV. The basic pay at start of pay scale ( on which DA and other allowances are calculated) for Associate Professor is Rs 46400 /- whereas for Assistant Professor it is Rs 21600/, thus a difference of Rs 24800/. Professor and Associate Professor as both are in pay band IV with just difference of Rs 1000/ in AGP. Therefore, it makes better sense to equate rates for Professor and Associate Professor Office order F No ½-592/2013/Estt/DTU/11617 dt 13-11-2013 makes a mockery of the rationale of Pay bands. The rates Proposed vide Office order F No ½-592/2013/Estt/DTU/11617 dt 13-11-2013 need serious review. The remuneration rates need to be considerably enhanced for all considering that market rates are @Rs 5000 ( IIM, Rohtak pays Rs 5000/hr ) and even Pvt Engg Colleges in the NCR pay Rs 2000/hr + at minimum level with additional TA. This is reasonable considering that Cost to Govt for each working day of a full time senior faculty member incl allowances is > Rs 8000/ working day. It may not be out of place to mention that there is acute faculty shortage in the Engineering Departments of Degree level Engineering institutions under DTTE and competent guest faculty can only be attracted by paying fair market rates. It is heartening to learn that even Contractual faculty is being paid equivalent (Except some allowances) to regular faculty with similar designation. It is urged that apart from fair hourly teaching remuneration, the ceiling per month be made at least 50% of full salary of regular Professor/ Associate Professor/ Assistant Professor or equivalent post. Additionally, there should be automatic revision of remuneration rate with DA increase as is the case with salaries. Attending courses, workshop, conference not being facilitated. 3. Internet/telecom infrastructure is in extremely poor condition despite huge capital and running expenditure. 4. Poor class room infrastructure class room need modern facilities such as Audio/Video/projector etc. 5. The management/Administration should facilitate the work of faculty and students and provide leadership and adopt citizen charter rather than acting in autocratic way. Institutional infrastructure. 1. The civil maintenance work has been going down under DTU management. It is desirable that the maintenance work of the university is entrusted to PWD civil, PWD elect, PWD horticulture. 2 Water quality of the campus water is below drinking water standards. Efforts should be made to get Jal board water for drinking and kitchen purpose. Service Matters. 1. NPS contribution in respect of post 2004 faculty members is not being made. 2. Service book of the faculty is not being maintained properly and records of earned leave, half pay leave, medical leave credits are not updated. 3. Pay fixation issues, counting of past service and promotion issues are not handled in appropriate manner resulting in frustrating conditions. 4. Guest faculty and LTC etc. payments are taking inordinate time. 5. Empowerment of faculty has not been taken place according to the Autonomous University structure. There is only centralization of power in few hands. Academic institution requires accountable, democratic and empowered environment. Sadly, DTU has failed to create such an enabling ecosystem mainly because of the aim of some people is to mint money through dubious suppliers, contractors and pliable staff.
