The Yuriage district of Natori city in Miyagi prefecture, just adjacent to Sendai, is cutting back on their re-zoning and land mass build-up exercise. The original plan called for an area of 120 ha to be raised by 5 meters. However, only 25% of the original residents have indicated that they would return, a number far lower than what Natori city officials had estimated. Natori city officials had stated in 2011 that they would rebuild the Yuriage district, but the matter had made little progress, with creating a consensus among former residents being an uphill battle. The central government demands that a 40 residents per 1 ha be the minimum for a land mass build-up exercise to be undertaken under its budget. I went to see that district on an off-day in July 2011 when I served with CRASH Japan in Sendai. I could tell that this had been a lively residential district, but it was totally decimated, as if a mega-bomb had been dropped on it. The port was also a mess, with concrete structures so broken up, it was unfathomable to understand the power of the waves that hit the place. If you remember the video footage of black tsunami waves rolling through farmland and swallowing homes and greenhouses in its path, then that is the general area of Natori. (by Epjm Nari)
