The choice of Paula Bennett for Local Government may go unrecognised for its significance, because of the common media and Wellington snobbery about local government. In fact it is where political initiative and incentives can and should allow politicians to do best what they all claim to want to do, that is make a difference. Is there a possibility that she could do for that sector what Tony Ryall did for Health? New Zealand has grave local government problems. Their RMA administration is permanent discouragement to initiative and enterprise. But coercive, top down attempts to force efficiency into local government may make it worse. It may be culminating in an Auckland which has lost the virtues of genuine local government. Many functions seem out of the control of its elected councillors. Better law would be designed by people with respect (and probably knowledge) of incentives and how they are moulded by liabilities.
