The circumferences are not equal. And neither is the speed at which the two circles are spinning. The closer to the center the circle is, the less distance it has to travel to go all the way around while making a slower rotation.. Similarly, the further out from the center the circle is, the longer the distance needed to complete a full rotation and the speed is faster. Both circles complete a single revolution, and both travel the same distance from left to right.
