Given this profoundly hostile environment, why would Maximus want to take on such a risky contract? First, there is more money in the programme, more than double what Atos was receiving for the contract, although it’s structured in a different way – the company is likely to receive between £590m and £650m over three years. Second, it’s a gateway for a large American company to expand into Europe. The company has a global staff of 14,000, with 10,000 in the US. “We have a presence in US, Canada, Saudi, but we didn’t have a UK presence,” says Wolfe.
