The dead and their last will: My suggestion is that the government makes it compulsory that every citizen, permanent residency holder has last will / testament, and that this is filed as a document with a government department. The last will may also be held in its original form with a lawyer / law firm, but the government should hold a copy also. For those without a last will and without the means to pay for a lawyer, and usually some family member has money and some other family members do not; which can prejudice the outcome in favor of the person who can pay for a lawyer. Yet its not in the interest of civil society that a poor person should be denied his rightful money, while making a rich person even richer. Just imagine how much it would mean for a poor person to get something that makes his or her life better, even the rest of society could rejoice with him or her, for being less poor, the person can also find wider acceptance, and has more possibilities to improve his or her life; plus its less of a cost to government, in terms of health care, welfare, prisons etc.
