The future of the Planning Commission appears to be very much in the air. Although it is also an institution of a bygone era, some things that it set out to do still has relevance for India today. The GOI would be right to want to fashion a tool which is not pedestrian in its performance as the Planning Commission. The Nehruvian planning for the creation of the infrastructure of heavy industries for Planning Commission was best suited. It is less well suited for the creation of the millions of jobs that the young of the country are crying out for. The outcome of policy in this area cannot wait for the report card 5 years into the future. Financial, economic and political factors are so woven together and bear down swiftly. It is hard to understand why balance of payments deficit producing coal imports has so escaped the Planning Commissions attention when India has ample resources of her own. Political considerations had a great deal to do with compromising the Planning Commission. Bharat can, as many countries have done away with their planning bodies. The UK did away with its NEDC but is now subject to the European Unions Economic and Social Committee. The history of Bharat has been of political and economic developments giving it a wide birth to its spiritual preoccupation. Economic management is too important to be left to accident. The variable character and quality of Bharats politician requires that the official side of the Government needs to have great strength to compensate for such failings whether Bharat has a planning body or not.
