The governing model of a NLRBE is a Collaborative Design System or Open Sourced Technocracy, it is a global peer review process, but instead of voting on policy, people provide evidence based suggestions to projects. It is not centralised, but starts locally, anyone in the world can participate. As long as their input has evidence to back it. This way, instead of an individual or majorities authority, its the best of our collective knowledge that guides decisions.
