The operative clause of the 2nd Amendment, the right of the people to keep and bear arms shall not be infringed provides a free state a ready resource from which to quickly establish a militia to protect the integrity of that free state as described in the 2nd Amendments preliminary phrase, A well-regulated militia being necessary to the security of a free state. Any infringement interfering with the peoples ability to keep and bear arms is a blatant violation of their constitutionally protected civil right and a threat to the safety and security of a free state.
