The original proposed version of0devolved government set up in Kenya was, eight devolved Regional States under one Country. They included, Coast, Eastern, North Eastern, Central, Nairobi, Rift Valley, Western and Nyanza. This Bomas of Kenya version is believed to be reason why Prof. Mbayi, the Co-Chairman of Devolution Committee in the Constitution making died untimely. Then came the Naivasha version of Devolution Paper, crafted by Mt Kenya elites, fronted by William Ruto, now the Deputy President and backed by Uhuru Kenyatta, now The President, with intention to derail constitution making because they thought Raila Odinga will object to their version of devolution. Amazingly, Raila Odinga accepted their version of 47 Counties Devolved System of Governance in Kenya. Ask yourself why WILLIAM SAMOEI RUTO was for NO during Referendum yet he was the man behind the agreed Devolution Paper of Naivasha version. Uhuru Kenyatta was also for NO during Referendum but he was prevailed upon to vote yes by President Mwai Kibaki. Now, what they crafted at Naivasha is haunting them while in power. They now want Counties reduced from 47 Counties to 10 Counties. The questions, if they must reduce them and still call them counties, why 10 Counties? Why not 8 Counties as initially proposed at tBomas of Kenya? They want to break Rift Valley in to two. But still, we can join western and Nyanza to create the original Kavirondo. We shall go in circles again and again due to selfishness, greed and impunity. But the answer to our devolution question is the original version of Devolution Paper crafted at The Bomas of Kenya.
