The whole thing is such a sham; first you opt for an energy source which is neither safe nor clean nor cheap. and then introduce what is called a nuclear liability clause when the extent of liability, in actuality is unlimited given the trans-time and trans-space nature of radioactivity which can strike any one any time any where, even before one is born or even conceived. The radioactivity of nuclear waste remains lethal for a minimum of 24,000 years and THIS IS BIG AND, there is no threshold limit value (TLV) for its presence in the environment. Which means even a nano dose of radioactivity is lethal & dangerous. One can only fix the extent of liability on paper but the actual liability is unlimited. And who is responsible for this? Our misguided, deluded, ignorant, narcissistic, myopic political establishment which has no clue of what a true human progress is. It is sad that our destiny, the destiny of our children and their children are in their hands.
