There is always resistance to change. No one wants the systems to change. When VAT was being brought in, people resisted. The change will make businesses pay more tax on their earnings. Black money generation would be wiped out. They were happy in the old system. Go to the tax office , get their orders passed and pass cash under the table. Now under VAT there would be no direct contact with the officer so no way to reduce taxes. VAT came and operations ran smoothly, black money could be generated , no meetings with the officer , returns filed and accepted by the department. Only system ran through the CA who was smiling all the way to the bank though greater earnings. Then came GST. Resistance again. All political parties opposed it. States would not accept it. There was a big hue and cry. Loss of earnings. Today BJP is ready to implement it knowing it to be good. Recently came the LBT, a system which is running smoothly in some corporations. A fear again generated. Resistance once more. Political parties took advantage. They would scrap it and voted themselves to power. Today these new johnnies know that LBT cannot be wished away. It was good for the removal of octroi. Let us not resist for sake of resistance but resist when things are not smooth . Change will always happen and will be for good.
