There is little chance that the Affordable Care Act wont effect hiring in some way. Small business will certainly look to keep more people part time. They will make hiring decisions to keep their full-time employees below 50 people so the bill does not effect them. Every business decision is driven by the financial cost, and if a bill (whether good or bad) impacts the business financially, hiring decisions will be impacted. I certainly think this bill is better for large business than small. Small businesses have a hard enough time balancing the budget, while trying to compete with the low overhead and low prices of national companies. Now they have to provide health insurance because it is the law. It will effect their growth, and possibly put some out of business. Major corporations have more assets, and other ways to survive the initial shock of new laws. The government law then becomes a competitive advantage for the big company. In the end we have fewer small businesses, fewer full time employees, and less hiring. That is not to say the healthcare law is bad. It just raises the bar that hiring managers use to decide how many employees to employe. It makes the cost of labor higher, so automation becomes more prevalent. It is for the American public to decide if that is beneficial to them or not.
