This happens all the time in the PHILIPPINES and very rearly does the many hospitals take a patient in unless the patient pays in full first before they ever receive care . It clearly violates the law but yet on the flip side of things the patient can never come up with the amount and is left to die at the feet of the hospital. Not even DOH or any other government body holds any hospital rather its public or private accountable when its obvious the locations are violateing the law . Republic Act 8344, passed in 1997, prohibits and penalizes individuals who demand deposits or advanced payments before admitting and giving immediate medical care to emergency cases.Any hospital official, practitioner, or employee proven to have violated the law could faceimprisonment of 6 months to two years. If it is hospital policy to require deposits, the director of the hospital could face 4 to 6 years in jail.
