This information is taken from Legislation and local authority literature: ------------------------------------------------------------------------------------------------ The Caravan Sites and Control of Development Act 1960 Part 1 section 24 gives local authorities discretionary powers to provide caravan sites and/or facilities, whether for holidays or other temporary purposes and to manage the sites or lease them to some other person. Under the FIRST SCHEDULE Section 11. A site licence shall not be required for the use as a caravan site on land occupied by the local authority in whose area the land is situated. Private site provision is governed by planning legislation. ------------------------------------------------------------------------------------------- So a local authority can on land it controls, without needing planning permission or a caravan site licence, provide a parking place for motorhomes and facilities. For a Private land owner to do this they have to go through planning procedures and obtain a caravan site licence from the local authority.
