This is terrible... and likely legal :( Maryland, D.C. and Virginia have laws against video voyeurism prohibiting what is known as upskirting or downblousing, but it is unclear if these videos rise to that level. This fall, a D.C. Superior Court judge ruled it is not illegal to video this type of thing if something is in plain sight.
