This thing has been leaking for days! Who pays the environmental cost of this? Certainly not the well driller or operator. I guess it will be the citizens again, the ones who pay for the damaged roads, the loss of home values, the loss of their sense of place, the loss of their feeling of well being and all the other external costs that the industry does not pay. In fact, they dont even acknowledge that these losses exist.
